Formatting FAT32 has existed for over 20 years and the filesystem layout is well understood. After that, the remainder of the partition is divided up into clusters which contain all file data and metadata. FAT32 supports several power of 2 based cluster sizes, but the only two we should consider are 32kiB and 64kiB.
